22. How it happened in the heads of some thread participants:

Man plants bomb in headstart, then calls the cops from somewhere he isn't, all to get the cops to raid him in his home.

Cops raid house

Man in house shoots and wounds black cop on entry team.

Remaining cops see that the shooter is white.

A meeting is convened.

In light of the man being white and having only wounded a black cop, all charges associated with attempting to bomb headstart are declared void, whereupon the shooter is released without further questioning.

The end.

Yep, seems plausible.
