was low because of voter ID laws that affected millions nationwide. Yes, millions. Around 600,000 registered Texas voters didnt have one of the limited forms of ID that the law allows.
Now, add that to other states and you get the big picture. The percentage that you state would have been a lot higher if not for a law that was designed to disenfranchise voters.
