3. He just needed it for a resume line in order to run in 2008?

Honestly, I think he's really not interested in governing itself, but just wants to check off the boxes on his resume. He'd done the corporate thing, the Olympics thing: he needed a governing thing ... so he could mark off "President of the United States" next on his checklist. He's about racking up accomplishments, like money. Or power.

That is my reasoning at least. Also, if he wanted to run in 2008 in the conservative Republican primary, he couldn't spend too long as governor of "Taxachusetts."
