7. It would not fund end-of-life care?

Often, it is a medical triumph to merely preserve a function, or just to slow its decline. A lot of people just aren't going to "get healthier." Should they be denied palliative and other appropriate care?

And what are the measures of "healthier?" I could see this turning into a disaster in the realm of psychotherapy, for example.
