The first officer walks in and goes hands-on in under 20 seconds. Shortly thereafter he performs a takedown on the girl and then FAILS TO HANDCUFF HER. He walks away and pays no attention to the girl until she rises to her feet. Shortly after she charges and he shoots her.

If within 20 seconds you determine someone must be restained why would you walk away without restraining her?
