40. Is "packing heat" a metaphor?

The Free Dictionary says,

So, in that case it seems to mean spicy or spicy hot (how I interpret it). Most dictionaries online say it means carrying a gun. My question is what does "packing heat" mean as it was intended by the lawmaker?

Are you, the OP, saying Alaska is dumping oil on the market? Maybe that's what the lawmaker meant. Going to war against solar and renewables and clean energy, which President Obama has greatly supported.
