The cost was the main reason, but avoiding the apparent dickishness of the people there was lagniappe.
Of all the years lived in Colorado, during all those snowy winters, I cannot recall a time when someone whipped out a gun over a shoveled parking spot.

Up in SE Michigan, they can punish you by things up to and including placing a lien on your home
