Perhaps my hyperbole will highlight the absurdity of your suggestion. I'm pretty sure that no court in the land currently identifies non-vaccination, in itself, as actionable child abuse, so your accusation is preposterous.
Ripping the children away from these misguided but, arguably, well-meaning parents will traumatize the children and burden an already over-strained foster care program.
Better to educate the parents. I'm not aware of any court-ordered vaccinations for children, but that might feasibly be an option if a particular case otherwise demonstrates a real threat to the children.
You will find no stronger pro-vaccination advocate here than me, but even I see your suggestion as ridiculous.
