Rate to be progressive.
Taxes on income are NOT too much if the income is great. What you may want to argue for is that income under a certain amount shouldn't be taxed.
But if you don't tax income, then manipulation games will be played to get around it. Hence why all sources of income should be taxed at same rate. No longer any reason to play the games.
