10. What I was trying to get at - badly - is that pot is already out there.

Years of very expensive attempts to eradicate or control it have failed.
Once a state can sell pot for any reason at all - not just medical reasons - that pretty much puts pot in the same league as liquor.
It is a recreational drug. Substance. Whatever.
Anyone can have a liquor store, there are a few checks and balances, but someone will always be able to weasel in when they should not be able to.
