You're correct about the payback. I don't know if they thought the Democrats would just fold and give in, or if the shock it totally feigned.

I do know that today's partisan climate in the US was inflamed by the rampant Republican's obstructionism we've had in recent history. They made this mess in the first place, now if Democrats don't fight back they risk angering their constituents and losing their seats.
