No. I remain right where I started -- Congress is a co-equal branch of government. The President has ZERO say over who addresses Congress.

Says who? The President has no control over who addresses Congress.
I have invoked the efforts by some to inject themselves into TPP negotiations as an analogy. You may wish to dismiss this as a canard but the analogy holds true unless shown otherwise. You started by complaining diplomatic efforts were not being allowed to play-out. Interfering with the TPP would fall under "not allowing diplomatic efforts to play out."
Either those legislators have a right to do what they are doing or they do not (I assert they do). If they do then what Boehner is doing is no different. You may not like that it is playing out before Congress but you -- like Obama -- have no say in that matter. The only say any president has involves the Executive branch. A president would be just as powerless to impede appearances before the Supreme Court because that too is a co-equal branch.
OK. People don't like it. Duly noted. Practical methods to prevent it stand at exactly: NONE
The practical response is to prepare a retort, a rebuttal, a counter-argument to whatever it is Netanyahu will say. So far no real argument has been presented apart from, "Israel sucks!"
