People gave CONgress a 9% approval rating in 2014. Yet they re-elected 96% of them, and the ones they didn't re-elect were predominantly Democrats, the same party as the President. I think we have seen that generalized polls mean nothing. Polls focussed on one person, like the President, do mean something as the voter has a name and face to go with the position- rather than some nebulous entity and a few figureheads that they can focus their hate on, but never vote for/against.
