A lot of the shutoffs were to abandoned houses and buildings, where the water was just running and flooding. Those shutoffs were a good thing - many billions of gallons of water was being wasted.

And there are assistance programs that helped a lot of people get their water back on, or to keep it on.

For the most part, the The Detroit Water and Sewerage Department does a very difficult job well. Unfortunately, the City Of Detroit has had some incompetent people in its government over the years.
