We also got the option of using Chrome, though not as a default browser. (Still no Firefox though). Inbox size restrictions were lifted (previously, email inboxes had been so small that a single deck of Pentagon PowerPoint slides could shut down the whole thing; try working on Afghanistan or Iraq under those conditions...). And email from outside addresses seems to go through the firewall much more quickly (email to/from my gmail account arrives almost instantaneously these days; 3-4 years ago, a 20-minute lag was routine, even for mail with no attachments).
All this phased in slowly starting around 2011, IIRC, so yes -- Kerry came in to a much better-equipped department than Hillary had.
