5. It would be St. Louis County police or Florissant Police.

Florissant is a larger, neighboring city and the schools are already merged.

The City of St. Louis recently requested the help of 10 State Troopers and the Highway Patrol denied it, saying they didn't have the man power. So I doubt they can handle Ferguson.
