Human rights groups have long pointed to both sides indiscriminately shelling civilian cities & it was rebel groups on one side, IE Ukrainians themselves rather than Putin. He provided supply & aid but it is hardly Ukraine vs Russia. More like West Ukraine vs East Ukraine. All supplying the troops would do is accelerate the slaughtering.
