Someone filed a writ of "look forward instead of at the criminals".
I am no lawyer but my understanding is that if this is invoked no crimes that are committed in the past can be prosecuted, I think the only way to beat this new defense is to arrest the torturers for crimes they haven't YET committed.
That is pretty hard to do without three precogs in the tub.
