it might be considered different.

The law forbids campaign work on the taxpayers' clock. The email system was meant to support the campaign via the workplace.

It's unclear as of yet, everything that was communicated through it. There may have been federal campaign laws broken re coordination of campaigns and tax-exempt 'public service' PACs.
