"Any citizen of the United States, wherever he may be, who, without authority of the United States, ...". The 47 scumbags were acting as individuals NOT with "the authority of the United States", I don't see how they are exempt from the act as written?

As to your second paragraph, total agreement from me on everything you wrote.
