Men who commit the newly defined crime of “femicide”, or the killing of a woman by a man because of her gender, can now expect to go to jail for anywhere from 12 years to 20 years.

What do you normally get for murder in Brazil? 5 years?

Compared to America...
If a man kills his wife in the United States, and is convicted, he's very likely to get at the least life in prison.

We also already have VAWA. So I'm not quite sure what other law you want here... You already get life in prison for almost any first-degree murder. (sorry, but I don't favor capital punishment in any situation)
