That hampers his ability to make recommendations about which seeds work best under different conditions, or to test for unwanted effects. So the independent researchers can't work with seeds until the FDA has already approved them, based on the producer-approved research, and put them on the market.
By the time independent research is completed, the GMO's have been in the fields, and on our dinner tables, for years.
