29. When I lived in Howard County, Maryland, I filed complaints with the county agency

responsible for such things, and became quite familiar with the inspector. The large apartment complex i was living in had raised rents for new renters by over 100 percent, but when my heater went out, it was repaired with a rubber band because the repair men couldn't get parts... no cash available, and bad credit is what they told me... the maintenance guys seemed to quit after two weeks because of that kind of nonsense. My bathtub in the top floor of the three floor townhouse leaked through the kitchen ceiling, around a light fixture, and so weakened the kitchen floor that my heel went through it and I almost broke my ankle. Etc., ad naseum. The inspector told me this company that had recently bought this rather huge apartment complex also owned many, many other apartment complexes, and the complaints were rampant everywhere. They would fine and fine them, but to no avail.
