created a form of trickle down to the nation's police force in regards to the use of tasers and such.

I'm certainly not suggesting there wasn't police abuse before but I would wager this embrace of the dark side by the nation's "leaders" has magnified the same sadistic streak down the line of people in authoritarian forms of power.
