60. No, he shouldn't just do what

his constituents want him to do. No one in Congress does that. In fact, one of the reasons we have representative government is that we don't want to have the majority making all the decisions. People in Congress frequently vote their consciences. If Congress simply followed the people's lead, I doubt the Civil Rights Act would ever have been passed.
