...but he somehow got a US passport, and that's what he shows people to prove he's a citizen. When he got his US passport, he chose to be a US citizen, rather than a Canadian. When his parents applied for his passport, they should have filed a "report of child born to US citizen abroad." I'm not sure that's the exact title. You have to have this to get a passport if you're in Cruz's situation. Since his birth certificate is from Canada, the passport people would insist on his mom providing the required paperwork. I'm curious as to how he got a US passport.
