by Congess. However, now in 2015...the same people that own the MIC, own Congress and enough of it's critters to always get what they want. 8.5 trillion missing...yet it is the MIC so it gets a pass. The MIC is above all laws or personal repsonsiblity. Otherwise they would have never 'lost' 8.5 trillion dollars.
