what specifically was suppose to be accomplished by this law, and perhaps what incidents percipitated the law to even be written. They keep telling us what the law wasn't suppose to do. Almost always a law comes into play because it's designed to stop or start something because of specific and recurring incidents. It's rare now-a-days that new laws are enacted becasue a serious issue has never come up.
