16. Here in Pennsylvania, we are told that we are under drought conditions

even though we have had plenty of rain and snow. This drought is "groundwater", and not surface water, but I cannot imagine how the surface water is not recharging the groundwater. I don't even know how we are having any groundwater problems without dry conditions. So....we are being asked to conserve water by reducing use by 20%, voluntarily at this point. I am suspicious but don't even know what the reasoning could be. I know that there is too much fracking here.

I also remember years ago, when I was looking to install a rain barrel to the downspout, I was told that it was illegal to collect water runoff. I do not believe that this is the case today, since rain barrels are more common than they were at that time, but I was blown away by that at the time.

It just seems to me that they are making every effort to keep the water out of our hands. I had assumed that they were "saving" it for the frackers, but this makes me wonder if it goes deeper.
