7. You are when presented with what your state defines as a proper signal

Red lights in some states, blue in others, some require a siren before there is obligation to pull over.

However, no matter what state if you feel uncomfortable when an unmarked car attempts to stop you do the following- put on a turn signal or flashers and go within the speed limit to a populated/well lit area before stopping, and/or dial 911 and ask that they verify it is a legitimate officer behind you.

There are cases every week of blue light bandits buying lights and using them to pull people over. Some just want to play cop, some are thieves, some are sexual predators.
