18. I'm trying to understand NASCAR's culpability in not having black drivers..

is it your belief that they are actively working to ensure that there are no black drivers? or could it be that racing is incredibly expensive, and is typically a sport run by multiple generations of families? what would you propose that would get more people of color involved in motorsport?
