4. Must have been candidate Obama, judging by his decisions

Not entirely sure however, my memory is not what it used to be. He never pretended to care about excessive drilling in environments ill equipped to handle it, judging by the "drill baby drill" campaign promise, the problem is we didn't listen to him when he said it, so it must be our fault.
