Boots is a chain pharmacy, like CVS or Walgreens. They produce their own house brands of things like shampoos, cosmetics and hand lotions. To be honest, when I read the article I just sort of assumed that the tampons were their house brand. I think that Target imports some of their cosmetics into the US.
