2. I don't defend this, but I"m sort of surprised it has taken this long...

Not because of healthy eating initiatives, but because of the lawyers who may fear a food-borne illness or vehicle for inflicting intentional harm.


At the same time more and more local health departments are no longer turning a blind eye on these unlicensed/unregulated food sales.

Again, I don't agree with the trend (and could readily counter the concerns with real facts that document the extremely minimal risk), but I can't say I'm surprised.
