As the article points out, Jindal said that Robertson would make a great running mate "with a grin" and then joked about th pay cut Robertson would have to take.

He was trying to be funny. And to pander. And he failed. But it's a bit over the top to suggest he announced 'his top choice" for VP and we look silly trying to spin his failed attempt at pandering/joking into something serious.
