8. I vote for some serious psychological testing before hiring and giving them a weapon.

But better education and pay does help too.

The first question I would ask is what do you think of people of color. That would weed out the KKK because they can't keep their yaps shut when expressing their hatred. Then I would do follow up evaluations every year.
