cops likely to behave if a local citizen is in the car with them.

It would be best to approach it as a positive, contributing to the community sort of thing. Though another duty might be tough to impose, seeing as how people don't like voting or jury duty and that is all that's asked of them. This society is so individualistic, a community anything seems to be tough to get off the ground.
