The bigger the business means they have more at stake giving them even a bigger reason to maintain a clean house. Its not like they cannot easily pack up and leave once they kill a bunch of people. Self policing fails when an entity has no stake/ownership in item being protected. An example of this are oil companies/mineral extraction compaines who leave an area when their extraction is done. This is not the case with restaurants of any size
