From the time they leave the dashcam view, to the time that he says he first saw them on the ground, there is a gap in which there is no witness, unless the person in the green car driving through the dashcam view or the two individuals who can be seen running in that direction saw something.

Still, while there is room for all sorts of things to fill that gap, the situation evolves to one where Scott is running away, Slager is no longer under any threat, and Slager nonetheless shoots him in the back under circumstances where Slager has little to work with on Scott presenting a danger to the public at large.
