Spanish speakers then he's aware of it given he's a three time mayor and Texan from birth. But if Hispanics lose their ethnicity for not speaking Spanish, then what are they? And European Caucasian whites, Asians and blacks who speak Spanish become 'Hispanic'? Wild.
