Who is that, the Supreme Court? Even then, keep Scalia away from my ballot.
Never mind the astronomical costs involved in such an endeavor to do what machines can effectively do for pennies on the dollar in a fraction of the time, I believe there's no such person. Certainly not enough to staff an entire commission (apparently one that doesn't know who signs it's paycheck).
