Look at the footage. There were parking places that were very close that did not require the van to intrude into the handicapped parking place. I'm also sure that there was this super-secret-invisible bubble over the portion of the sidewalk between the shop and the street so the snipers in those other buildings couldn't fire at her unless she stepped a couple feet out of the closest path from the door to the van. Not to mention that, on your reasoning, her entire tour which is designed for her to interact with the public shouldn't be happening because someone might pull out a gun and shoot her, or stab her, or any number of other vile things they could think up which wandering into Chipotle, or up to strangers at filling stations, etc. make possible.
