Do sex offenders ever change? I’ve been reading THE LAST TIME WE SAW HER, [View all]


about the abduction and murder of Brooke Wilberger in Oregon. Joel Courtney, the perp, had a history as a sexual predator from way back in his teens. He’d serve time, be put on probation, etc….and then go do the same thing again.

I wonder if any perps similar to Courtney ever change.
