57. That's how the government works.

People sit down and draft stuff, the President looks it over, and if it makes the pass, he signs off on it. It's not like he sits around drafting every piece of legislation and requires everything to be perfect.

Basically Obama trusts the "people sitting down and drafting stuff." Which is possibly a mistake since those people sitting down and drafting stuff are heavily influenced by corporate desires.
