It is from the small city of Drøbak - outside of Oslo - around Oslofjorden - (who for obvious reasons is the same as the name of the City, who also is the capital of Norway) - and this is not unusual for police to behave like this - as the person who was acting out - possible was a known person - who they had encountered before being drunk.. And as he stated, the poor man - he was from Lofoten - a area in the north of Norway - who by the way have some of the most beautifully views of all of Norway... Just type Lofoten in google - and you would have tonnes of enjoyment too look at some of the best nature Norway have to show everyone who want to discover it...
But up north, they tend to have, somewhat more flavor to the language and some words might be seen as offensive down south - is accepted as natural way of expression... Something even our highest court have stated a few years ago when a police officer who was stationed up north got offensive about the word Hestkuk - who was deemed not to be offensive at all - as it was a natural way of expressing disagreement with something.... But if you use it here in the south of Norway....
