... I don't think there's really anything that can be done on the federal level. Look at something as mild and broadly supported as Don't Ask Don't Tell, which was supported by roughly 70% of Americans, and still barely squeaked through Congress. Something much more controversial will never make it through no matter what the President does, which is why it's kind of laughable when people blame him for supposedly being the roadblock.
