If you can find them, you can form an organization, get your 501(c)(3) and apply for grants. Yes, that takes time, but while you are waiting for all the legal/government crap to get straightened away, you can fundraise. Feral cats are a huge problem in many communities, and there are people who would gladly donate to your cause.

As a group, you could probably find a vet who would give you a discount.

Don't limit your actions to the kittens, though. You must also see to it that the adult cats are also spayed or neutered, or the problem will continue.
