1. Lots of states have an organized State Guard

Texas is hardly the only state with it's own State Guard or variant of one, although it may be the largest.

MA, CA, CT, IL & MD all have a state defense force and none of those states can be considered politically conservative.

Texas State Guard goes all the way back to 1871 with roots even farther back then that.
