It's only once in a blue moon when cops get prosecuted for their brutality. The other 99.9% of the time, brutality helps get them promoted.

They want psychopaths. They want violent people to be cops. If you show any hint of empathy or kindness, at best, your career is roadblocked, and you'll probably get fired and blackballed.

They want the authoritarians. They want the scumfucks who will listen to Rush Limbaugh and Michael Savage in their patrol cars, learn new and creative ways to dehumanize anyone who doesn't have a badge. They want the fuckers who think civil rights are a joke, and equality is a sucker's game. They want victim-blamers, slut-shamers and system gamers. Those fuckers are the ones testilying against you in court when they arrest you for smoking a plant or setting up a tent in a park or *gasp* exercising your First Amendment rights.
