4. Tipping Point

I believe he did notice and that he did his best to make things better rather than worse. He was a good governor, taxes and all.

But what has happened in Baltimore is indeed a tipping point and a wake up call. Something has changed. Everybody is feeling it. Did you see how the city came together after the charges were announced? The positive and hopeful feelings are real.
